Thank you for your request dated 21 June 2023, we have treated this as a Freedom of Information request. You have asked for the following information:

“For the studios + 1bedroom accommodation (in Barnet) that Let2Barnet is aware of,

  1. a) can you please forward me the redacted tenancy-agreements (i.e. without personal information, such as: names, DoB, contact details, address –but if you could leave the postcode of the property, if possible; + I don’t need the exact date, but if you could please leave the year of the agreement visible)?

or

  1. b) can you give me the number of tenancy-agreements for such properties, + the paragraphs how they describe the property, + each description together with the paragraphs relating to who is responsible for utilities + CouncilTax payments please?

You may limit each of the above options (a + b) to the last 5years.”

Barnet Homes’ response:

Refusal Notice

s12 (cost of compliance exceeds appropriate limit)

The data you have requested is substantial as Barnet Homes has 1183 (studio and 1 bedrooms) Assured Shorthold Tenancies (ASTs) agreed under Let2Barnet in the past 5 years. In order to respond to the request, we estimate it would take an average of 20 minutes per AST, that would constitute 394 hours of staff time to either review the ASTs and redact the personal data (a) or identify and put the information in your request (b) in a suitable format.

  • 1183 x 20 minutes = 394 hours

We therefore would reasonably estimate that this exercise would take in excess of 394 hours to complete for one member of staff and are refusing it on that basis.
