Thank you for your email dated 23 April 2019; we have treated this as a Freedom of Information request.

You have asked for the following information; please see Barnet Homes’ response below in red:

  • Does the council own any high-rise buildings which required aluminium composite material (ACM) cladding or any other dangerous cladding material to be removed? 

Yes, three blocks of flats had ACM cladding removed.

  1. If so, please provide a list of these buildings. If the council considers any exemption to apply to the names of these buildings, please still provide the list in an Excel spreadsheet but with the ‘names’ column blank. In the other columns, please provide:
  2. a) the number of storeys
  3. b) the name of the principal contractor when the cladding was originally installed
  4. c) whether or not the cladding has been removed
  5. d) whether or not the cladding has been replaced
  6. e) the name of the principal contractor on the work to remove the cladding

  • Does the council have a policy on what happens to the cladding materials once they have been removed e.g. they are destroyed? If so, please describe that policy.

No special policy regarding cladding materials. These are not classified as “hazardous” materials (for example, asbestos based products). Under the terms of contract, contractors are required to safely and correctly dispose of all waste materials in a responsible manner.

  • Does the council have a process to ensure that contractors are complying with this policy? If so, please describe that process. 

Under the terms of contract, contractors are obliged to provide disposal certificates for hazardous waste and all other waste or discarded materials requiring licenced disposal.

  • Is the council aware that any cladding materials have been sold to third parties after being removed?  

Council/Barnet Homes has no knowledge of the removed cladding materials being sold on to third parties for re-use.  ACM cladding panels may be recycled by third party companies to retrieve the base materials for manufacture of alternative products but the Council/Barnet Homes has no commercial or contractual connection with such companies.
